How does volume slicer (040x) work?

Initially I thought this was basically a note cut function that worked similar to the note delay and retrigger commands, but with the added niftiness of sliding the volume down instead of cutting the note outright.

That's not really it though. Volume changes (in the volume row) change the way it works. I expected it to change the upper / initial volume, but instead it *seems* to sweep up from the specified volume to max volume, then down 0, with the speed of the sweep controlled by the x value in 040x. Seems like an odd effect - is that really what it's doing? And what units is x measured in? Percent? It's not ticks.
