Keyboard shortcuts do not list in Safari due domain error

If I select "show keyboard shortcuts" on macos 10.12.6 Safari, it will show nothing. Bringing up the web inspector shows this error:

Test system: macOS 10.13.4, HFS+. Firewire Audio, i7 4770, 8GB Ram, GTX1050 2GB, 48kHz

The same problem affects Chrome, but other browsers like Firefox can display it normally.

It's just a problem with how each browser handles web pages loading extra content from the local file system.

An alternate way to view and print all the shortcuts might be needed in the future, but there's not really much we can do about this at the moment I'm afraid.
