I'm thinking Go Hiyama, Tomohiko Sagae or Death Abyss.

Maybe it's not too popular but I don't care about music being popular. :)

Space Frog: Welcome All Species circa 1998. I still recommend this as an outstanding album for the hard techno or trance genre. The sound design and the compression levels and superb programming is way too good to get over. I have the original cassette from 1998 when I was in junior school and still listen to it from time to time when I feel like it. Out of the countless techno albums I have listened to this one stands out time and time again.
