Does global groove apply swing to phrases?

If it does, how does it handle phrases which have a different ‘Lines Per Beat’ than the main song settings?

Now that I have come to believe that swinging by delay commands is actually better and more versatile than swinging by global groove sliders as outlined here :

I really think that this question should now be more like ;

"How can I adjust swing in phrases with the use of Qxx commands, to align with swing in main pattern editor, considering that phrases may have a different LPB setting?"
