Not sure about WB, but lha files can at least be opened with WinRAR.
I believe that you can convert Amiga 720kb floppy disks to a disk image file on the PC (called ADF files, I think) which can be read by Amiga emulators, and from there you could just pull the files onto your PC via the emulator, but that requires having a legal kickstart ROM (which you can usually purchase legally for about a fiver on CD by the company that now owns the Amiga franchise…).
