Banned IPs are most likely open TOR nodes, which many sites scan for. The people running them are trying to protect people’s anonymity, and being chastised by the websites because of it =\ … that being said, TOR is often used for mischief… ban evasion and such. It’s sad, because it’s a tool with such wonderful potential.
