I am new to Renoise and I would like to ask if I can replace all the notes in a track with other sound drag and drop the sound into the track, for example.

This is trickier. You can enter commands in the fx columns in the pattern editor, as well as using the automation editor. If you are looking to apply a device (effect) to just single note you could plausibly use either approach to turn a device on, and then off again before the next note.
If you want to have devices applied to specific notes every time that note is used I think you can do this via the instrument editor and set up device chains per note (assuming each note is a distinct sample).
But this all depends on what exactly you are looking to accomplish.

I can tell you what I’ve managed to do.
Load a sample-based instrument, then open up the Sampler tab for that instrument.
On the left should be a list of samples. You can select any of them and in the middle of the screen there are options for Phrases, Keyzones, etc.
The last one is FX Effects. Click that and you can set up a device chain (i.e. a series of effects) for that specific sample. Which, usually, is mapped to a specific note.
Be aware that doing this has some side-effects that I can not explain well. : ) I’ve posted elsewhere about my confusion and got help from Danoise who explained how signal routing comes into play when setting up sample-specific devices.
