The D command in the effect column still relates to ticks.
If your tick amount is set to an equal or lower value than you supply using the command, the command will prevent the note from being played.
Ticks per line = 6 means the following values (tick value column first then the D value column):
1 D00
2 D01
3 D02
4 D03
5 D04
6 D05
The higher the ticks per line, the shorter the time is that e.g. 0D05 waits -> There are more ticks added per line so it should add a higher resolution per line.
