I think it would be musical and interesting to provide a device or pattern effect for this which is locked to the tempo/tick/lpb/etc
If it were a device, it would rely on the output of the track, which may not be as desirable as implementing it as a pattern command that could access the samples directly.
In a way this effect would automate the combination of offset and changes in pitch, but It would be granular to the tick level rather than line, and provide a fundamental way to pitch/stretch with controllable ‘grain’ size relevant to the tempo.
