From my understanding at the moment you have to enable the scripts by launching the software with a command or editing the config file.
Can we just have an enable/disable button in the configuration menu?
Not the scripts, they are always enabled. But the script editor. If you are clever enough to write the scripts you are clever enough to change config file. 
You can run scripts written by others without changing anything.
Unless one disables the script in the tool-browser (They can be disabled)
