Installed, restarted Renoise, could not find anything…
Because it is a tool and starts with a tilde sign, you will not find it on alphabetical order among the other entries

You might try the tools site itself. Most pattern editor related 2.8 script might also work in Renoise 3.0, there are already some updated scripts for 3.0. Some 2.8 scripts need to be updated for Renoise 3.0 to work (mostly instrument related).
If you decide to get adventerous, you can always write these scripts yourself…
