In Renoise not really since you can have custom sized patterns. the fbxx command is actually a compatability command for import formats like Impulse Tracker and FastTacker files, but imho the command may be replaced for something more usefull.
In older trackers you could not adjust pattern-sizes and using only 16 rows in a pattern for a break was pretty much wasting 48 rows specially because you could only fill 256 patterns.
So if you had small breaks of 16 rows it was, back then - wiser to put four breaks into one pattern on row 00,
16, 32 and 48 (and break to them from certain patterns) and break out on rows 15, 31 and 47.

Breaking out from or to certain positions in the (next) pattern may however still be usefull to some.

But maybe we can invent stochastic effect-commands ? No really, I am serious!! Mozart did it.
