how do i set the highlight for the lines for say every 12 or 16 rows??

Edit > Prefrences > GUI > Pattern Editor > Highlite Lines Default.
Then you have to restart renoise :)

Or is there a faster way?

Bottom left button “song setting” > Use eyes > Click > Use eyes and watch it working in real time.
