Umm… I like to hear delay tails when I stop or turn off the delay.
then don’t stop the delay but simply cut off the volume of the sample

The answer is already given above, but think of the on/off effect toggle as the power to the device. What you want to do is stop any further input. An automated gainer device or cutting the samples/vsts are the way forward.
What you want to do is to use the delay as a send effect. And cut off the send.
the ‘Send’ parameter on the Delay is made for this.
note-offs etc can also do similar things but I think automating or binding the send parameter is the easiest.
