Being that the same thing can be achieved at 4LPB/64LPP as 8LPB/128LPP (lines per pattern) etc. Is there a tool that well help me strech a whole pattern including the delay timing?

Yep. My Pattern Resizer tool does exactly that. It will also adjust the automation envelopes.
