I doubt that the application can only be linked to just one host, i can however understand that you might not be able to open the plugin in more than one host at the same time. The last case may be a limitation implemented by the plugin developer.
If the plugin was written specifically for Ableton Live, i doubt it could have worked in any other host though.
There are plugins that are specially written for a specific host so they won’t work in any other host if it is being loaded outside that specific host.
When examining this closer, you link to a patch that was saved for a range of used plugins…
It looks to me like you have to load the patch in Live using those plugins mentioned (Novation VStation and Camel Phat) and then save the presets in those plugins to disk and then build up the same chain in another host and reload the used presets back into those plugins.
You should have no problems exporting presets to and from another production environment.
