Under the VST Instument Properties you can choose the basenote of the chosen instrument, it seems like you’ve made a mistake because when I change the basenote to a lower value the note is not getting lower, it’s getting higher…
Is this an error or am I missing something?

Imagine things like this:
(at least, this is how I picture it in my mind)
Instrument:
. . . . . . . [A] [A#] [B] [C] [C#] [D] [D#] [E]
PC Keyboard:
. . . . . . . [A] [A#] [B] [C] [C#] [D] [D#] [E]
If you move the instrument basenote down a couple of semitones:
Instrument:
[A] [A#] [B] [C] [C#] [D] [D#] [E]
PC Keyboard:
. . . . . . .[A] [A#] [B] [C] [C#] [D] [D#] [E]
Now your keyboard is lined up with a higher note on the instrument. Make sense?

Although I think I kinda agree with you, it does seem a little odd at first. I suppose I should have made my diagram look more like this:
Before: (Basenote: C-4 )
Instrument:
[A] [A#] [B] [C] [C#] [D] [D#] [E]
PC Keyboard:
[A] [A#] [B] [C] [C#] [D] [D#] [E]
After: (Basenote: A#3 )
Instrument:
[A] [A#] [B] [C] [C#] [D] [D#] [E]
PC Keyboard:
. . . . . . .[A] [A#] [B] [C] [C#] [D] [D#] [E]
But you get the idea
