i haven´t seen any eMail notification or button or anything that could provide me with information about WHEN does a tool gets updated or a NEW tool gets uploaded…

yep i’m subscribed to the RSS feed on my google reader.
the rss link is down the bottom of the browse page, you could probably set this up somehow as well to be emailed when something new is posted.
