I just bought a midi keyboard with knobs on it, can I use the knobs, and assign them to control various DSP effecs or vstinstrument effects in Renoise?

Yes and yes!!
To control dsp effect sliders use the ‘remote mapper’ situated at the right of the screen. As for controlling vsti’s, I don’t know which midi controller you have so I can’t say, but I have a Doepfer pocket control and I use the supplied software editor to assign all the right knobs.
