I’ve read through the manual, website, etc, and it appears the answer is “No”, but I wanted to double-check: Can Redux be used as a standalone application in Windows (I’d just like to play around with samples), and not as part of a DAW?

No, not possible as it is a plugin. You might load it into a simple plugin host. Or better use Renoise

I’ve always had no issues using SAVIhost to run VSTs as standalone applications. Super simple to use, too.
