Caps Lock Function On Laptop Fails

Hi!
Have a Toshiba Satellite laptop but cannot use caps lock button normally (note off).
It works not like a trigger, but like an on/off button. So - to set a note off I need to press CAPS LOCK twice.
I bought a wirless keyboard (logitech k340) but it acts the same way.
So how anyone use caps on laptops? May be there is a hint?

P.S. SetPoint™ does not have any features except to disable the CAPS completely.
