I could swear that there have been default keybindings for toggling the upper and lower panel in the last beta…

By default Renoise has no keybindings for those, i’ve looked up the keybindings in the preference folder of 2.8 and could not find any keybinding attached to show/hide upper and lower frame.
Perhaps B4 mistakenly overwritten your keybindings.xml in the preference folder with the 2.8 copy again, that might then be a bug in the Renoise always copying the keybindings.xml from the former version regardless if it has started for the first time or not. (this is an option that you can find in the preferences.xml)
