If i add a Decimator modulation to my sampler, is there a way to add a LP filter with an ADSR cutoff frequency modulation on top of it ?
No. You would to choose a filter in the sampler and something like lofimat in an effect chain (and modulate that as needed), or the decimator in the sampler and a filter in an effect chain.

A feature idea might be the ability to connect modulators (AHDSR, Envelope etc.) to Sampler effects.
You can also do all modulation in fx chains. Either with lfos, macros, or integrated macro automation. Key tracked lfos with custom curves are a good place to start if you’re interested in native sound design. There is a TON you can do in the instrument fx chains. See my video tutorial series for a bunch of methods. The very first one shows a method for integrated macro automation within instruments
It’s imho one of the bigggest shortcomings in renoise .
For polyphonic parallel processing (parallel lp+ bp filter etc…) we need to duplicate samples etc…
I really hope the developers tackle this at some point in time , I remember a user was verry vocal about this when renoise 3.0 was released ( almost a decade ago )

When considering doing modulation in the fx chains, keep in mind that things will not be polyphonic here. This will be most apparent with filters.
