I have seen some screenshots where the track background (behind note and fx-data) also has been colourised in the same colour as the track-colour.
For me, it looks like this (i.e. the same black background):
Is it a tool/plugin that’s needed?

Nope, you have clicked on a track color and dragged the background blend slider?
