How do I for example add command 10 to note effect to make it quieter and also add r2 to note effect to make it repeat? both at the same time? Can I get an another slot for that or what?
You use the FX column (you can have up to 8 of them).
Take note. Mxx uses values from 00-FF. Where the VOL column uses values from 00-80. So, 10 in VOL column equals M20 in the FX column
The example picture shows the exact same thing happening. Switching between use of VOL column and FX column for volume and retrigger. I prefer the first method.
