How to get L00 + LC0 added to a phrase?

i’m working on a LPB4 track.
i wanna put in LPB16 L00 LC0 on selected track using a phrase, i guess.

how do i accomplish this kind of 4x resolution L00 / LC0 gating?

Would it work to use velocity 80 and 00 for the gating?
