Renoise has this fancy option:
But this seems to work only for (computer-)keyboard input. It also simply could work for any midi input. So you
a) hear the fixed velocity on any live played input
b) record / write only notes with given fixed velocity
This all of course only, if the option is enabled. Or does this already work?
If renoise could handle midi vst plugins,you could do that simply
I have experimented piz-midi plugins on renoise and what I have done have worked
You can use Loopmidi+vst_host to process midi
tricky to setup at first but powerful

Perhaps your midi controller can solve this problem? Most have a lot settings. Other than that there is a setting in renoise midiprefs to ignore velocity but I think that just makes it full all the time so not helpful if you wanted a custom velocity.
