is it somehow possible to install various plugins including their libraries (cyclop, kontakt, …) to an external hard drive and then - after reformat win7 - use them again without reinstalling them?

Probably not, since many big plugins like that rely on the data installed to Program Files in order to work correctly, to store their own internal database, etc.
As dBlue already explained:
Bigger plugins like Kontakt hide their stuff in more places than just Program Files if you decide that this “Program Files” location would be your external harddrive.
It also puts stuff in the application data folder and adds keys to the registry. There will be no way to get these installed as a “portable” plugin.
