LPB question lpb tempo

If i am working in LPB of 4 and I assume every beat to be a quarter note so each 8th note is 2 lines long. If i then modulate to 3 LPB and assume every beat to be an 8th note then an 8th note is 3 lines long so 50% longer than an 8th note in 4 LPB if I then alongside the 3 LPB modulation also modulate my BPM from 100 to 150 ( so also a 50% increase) shouldnt my tempo feel identical ? as in a straight 8th note pattern in 4lpb feels the same as the straight 8 note pattern in 3lpb. I dont experience it this way I experience the LPB 3 pattern as slower.and im wondering what i am missing.

Should i just always assume a beat to be a quarter note and subdivide from there ?

This is a result of trying to figure out how to do 9/8 time signature where each beat is to be an 8th note in length.
