Is it possible to create Matrix blocks (individual pattern tracks) with different lengths at the same time?

nope.

Phrases can have different pattern lengths and play simultaneously, but these different lengths can’t be shuffled around & over-viewed in something like the matrix.

Ok. I realized this case. Renoise - top DAW for me now.
