Do any retrigger commands work for VST instruments? I read in the help guide that Rx pattern command (in volume/pan column) still works with plugins, but I’m not having any luck.

no they don’t that’s why they made the retrigger plugin in the new 2.8! 
Ok, I got Rx to work with a drum synth plugin. Seems that I couldn’t really hear the effect on certain plugins, probably because of a slower attack.
