Sometimes I got a great combo of fx on a channel for a basedrum and I’d like to just be able to save it and load it back into another song.

You can do this. Save track, just below song.
If I remember correctly it only saves the FX chain of the track, not the actual notes & instruments.

No, ‘save track’ saves the fx chain and nothing else, like Johan mentioned. No notes are overwritten if you load it into a new track.
