I find all these toggle functions really hard to get used to - especially F3, which I often have to press five or ten times to get the function I want.

yep, there it is, DiskOp … you get the picture, the hand is faster than the mind etc. 
suggestion: DIRECT access to various functions.
e.g. in Keyboard config under “Global”, add “ShowDiskOp”, “ShowPatternEditor” etc.
this won’t change anything for users who are already used to the toggle functions, they can just keep the new Show commands unassigned to any key.
should be extremely easy to implement anyways?
