I usually have a lot of phrases I need to add to each key in order in the keymap, is there a tool or feature that could just go through the pool of phrases and add them to each key? Starting with C3, say (or allowing the option of setting the starting key).

It is possible to execute the entire distribution of the phrases in a single action, according to the number of phrases and also according to the initial note. In general, the base note of each phrase will be the first in each link.
