Bring default sample interpolation settings to renoise main preference

So we dont need to set it everytime, when i always want to use the oversampling and maybe a different interpolation method.

This wouldn’t help here. When i use the plus sign button for a new instrument, it will use the currently default one cubic with no oversampling.

Default options for interpolation and bandlimiting, affecting new samples, imported samples and render-to-sample.

It would be really nice to have more options for defaults generally, and definitely things like interpolation. I’ve been able to set a keybind for setting everything to cubic with Paketti at least, but it would be good if I didn’t have to do that.
