How to "dampen" midi mapping

I wish there was an “inertia” option for ALL effect parameters to dampen changes / reduce sensitivity of the MIDI input. Basically a low pass filter on MIDI CC values.

I use an expression pedal for live performance in a jazz fusion band. The “inertia” parameter on Filter is excellent, for example automating a filter cutoff on a pad sound, I set inertia to slow so it never sounds too jerky.

Is there some clever FX chain I can set up that can do this for me?
