Maybe M$ has changed it now, but I once tried that and the amazing thing was that after resetting the machine, it put it back to ‘Not Configured’ and Defender was still running! 
Not sure what happend, but this issue seems to be gone for me. Maybe a windows update fixed it or its the new Renoise 3.4 release?
After 2 years it happened again but now on a moderately new laptop , even worse and shutdowns fromtaskmanager are needed because some plugins take forever to load .
Back to manually killing "diagnostic policy server"in taskmanager
taktik , can you delve a bit deeper in this re-occuring issue ?
